Job Summary:

The Engineering Intern assists engineering and construction professionals on a variety of SamTrans and JPB/Caltrain capital improvement projects throughout all phases of project delivery: planning, design, and construction.

Examples of Functions and Duties:
  • Provides essential support to staff by assisting with improvement projects which include SamTrans buildings and bus maintenance facilities, Caltrain passenger stations, and railroad track and system rehabilitation.

Job Summary:

The Planning and Research Intern should demonstrate sufficient education, training, and experience to practice concepts, principles, and techniques of transportation planning. The required knowledge, skills, and abilities are typically obtained through a combination of training and experience obtained from accredited college or university study in transportation planning, urban planning, urban studies, or related field. Must have knowledge of computer software common to planning functions (e.g., word processing and spreadsheets). Transportation modeling or geographic information system software skills are not required, but are a plus. Must be able to speak and write effectively. Must posses a valid California driver license with a safe driving record.

Strategic Development Intern

Job Summary:

The Strategic Development Intern will work on two SamTrans’ initiatives: Grand Boulevard and Senior Mobility. The Grand Boulevard Initiative is a unique collaboration of the 10 cities and state, regional and local agencies with purview over the El Camino Real Corridor from Daly City to San Jose. This initiative challenges communities to rethink the corridor’s potential for housing and urban development, balancing the need for cars and parking with viable options for transit, walking and biking.

The Senior Mobility Action Plan and Initiative is the work of a board coalition of concerned entities, with leadership by SamTrans, to keep older people safe and connected to their communities as problems related to aging make it harder for them to get around. Priority mobility strategies include: community transit services, volunteer driver programs, information and assistance, safe driving, and walkable communities.

Examples of Functions and Duties:
  • Provide essential support to staff by assisting in the creation of a new project database for the Grand Boulevard Initiative. The database will support a new El Camino Google Earth Map and will allow staff to conduct analyses on work currently underway by over 50 different agencies in order to assess the progress and future direction of the Initiative.
  • Support the development of social media to increase the visibility and community buy-in for the Grand Boulevard Initiative and TOD.
  • Support implementation and marketing of a Vehicle Sharing Demonstration Program which will facilitate more efficient use of the vehicle capacity in San Mateo County, in order to expand agencies’ ability to meet the mobility needs of the people they serve.
  • Create education and marketing materials to promote the creation of volunteer drive programs in the County.

This position works under the guidance and direction of the Manager, Strategic Development, who establishes goals and objectives and evaluates performance.

Minimum Qualifications:

Job Summary:

The Employee Relations Officer (ERO) is at the center of discussions involving labor and employee relations as well as personnel issues at the District. The ERO performs complex professional level employee and labor relations functions involving union and non-union employees in a positive pro-active employee and labor relations environment. The ERO plays a key role in the compliant administration of the District’s Drug and Alcohol testing and reporting, leave of absence and return-to-work polices, and procedures including FMLA, CFRA, ADA, and related matters. This position reports to the Manager, Employee Relations and Civil Rights, and works closely with the Director, Human Resources.

Examples of Functions and Duties:
  • Establishes and maintains positive working relationships with all employees and union representatives.
  • Provides advice and counsel to managers and supervisors on disciplinary issues, corrective actions, and grievance matters. Reviews employee disciplinary letters and related documents for consistency and accuracy.
  • Provides fair and compliant administration of employee and labor relations policies and programs including leave of absence, reasonable accommodation, workers’ compensation, performance appraisals and attendance control programs in compliance with applicable laws, regulations, the Collective Bargaining Agreements, and standard operating procedures, etc.
  • Manages the District’s Drug and Alcohol testing and DMV Pull Notice Program in compliance with state and federal regulations. Conducts drug and alcohol related training for safety-sensitive employees and supervisors in compliance with federal regulations.
  • Represents the District in Expedited and Accelerated arbitration hearings and conducts informal hearings with Union officials to resolve attendance and miss-out appeals, and minor incident and accident discipline grievances. May serve as the Director’s designee on arbitration panel(s).
  • Conducts or assists supervisors in critical investigations into claims of sexual harassment or similarly serious complaints and/or employee and labor relations matters.
  • Administers and interprets the Collective Bargaining Agreements and the District’s Personnel Policies and Procedures Manual. Works closely with the Manager, Employee Relations and Civil Rights, as well as the Director, Human Resources, to assure consistency in administration.
  • Assists with Workers’ Compensation related matters such as job analysis, work restrictions, accommodations, and investigations.
  • Responds in a timely and accurate fashion to requests for information and may serve as the District’s representative in Employment Development Department matters.
  • Performs other duties as assigned.

Minimum Qualifications:

Experience in investigative techniques, collective bargaining and grievance resolution is required. Job Summary:

Under the direction of the Manager, Operations Planning, the Scheduler is responsible for scheduling the District’s bus service and developing runs for daily assignment of bus operators using computerized scheduling and/or run-cutting software.

Examples of Functions and Duties:
  • Assists in the updating and maintenance of scheduling data in the Hastus scheduling software system. This includes deadhead links, minimum layover times, timepoints, and destination sign codes.
  • Plans new service and/or changes existing service in response to public request or need. Assists in evaluating route changes requested by various groups, or indicated by analysis of collected data. Serves as a member of the Service Planning Committee.
  • Responsible for the run cutting for the District and will oversee the preparation of all of the standard bid and operations documents, including the frequency book, run book, summary sheets, design of route maps, and driver paddles. Majority of work will be done on computers using Microsoft Office Suite and Giro/Hastus scheduling software.
  • Works with field scheduling staff in the collection and analysis of data (ride checks, maximum load point checks, and on-time performance) essential to developing effective changes in bus service. Makes recommendations regarding results of an investigation and potential corrective measures that could be taken.
  • Analyzes current service using automatic vehicle locator (AVL) data, automatic passenger count (APC) data, marketing research data, statistical reports, passenger counts, consumer complaints and information from citizen groups. Evaluates economic viability of routes. Participates in preparing passenger, cost and revenue projections, and setting up transportation for special events.
  • Makes presentations to SamTrans staff, local political boards, community groups, and various private and public agencies.
  • Performs other duties as assigned.

Supervision:

Works under the general direction of the Manager, Operations Planning, who directs work, establishes goals and objectives, and evaluates performance.

Minimum Qualifications:

Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Associate Degree with emphasis in business, finance, or planning, and sufficient full-time experience in run cutting or schedule-making process, or a combination of education and/or relevant experience demonstrating the ability to successfully perform the essential functions of this position. The Scheduler must have good proofreading skills, be proficient in the use of word processing and spreadsheet programs, and have hands-on experience with automated scheduling and run-cutting software (such as Giro/Hastus).

Rail Safety Officer, Construction and Engineering

Job Summary:

The Rail Safety Officer, Construction and Engineering is responsible for all aspects of on-track safety on the Caltrain system, including but not limited to administering and ensuring compliance with Caltrain’s On-Track Safety Program and Railroad Workplace Safety pursuant to 49CFR214 and the General Code of Operating Rules (GCOR); auditing maintenance and construction activities by the Caltrain contract operator, contractors, and other third parties; conducting accident/incident investigation, and providing training and related activities associated with District safety programs.

Examples of Functions and Duties:
  • Conducts scheduled and random field audits for compliance with all provisions of on-track safety, and may be required to conduct other regulatory audits as directed. Monitors construction and other activities on and around the right-of-way, tracks, and facilities at all hours, including nights, weekends, and holidays.
  • Works closely with the Caltrain contract operator, contractors, and other third parties to ensure compliance within the Railroad Workplace Safety rules and regulations, and is responsible for updating the On-Track Safety Plan and ensuring its on-line availability.
  • Provides and conducts on-track safety-related training as required by the agency, and is responsible for developing training materials, monitoring, and updating web-based training resources, and conducting both regular and “train-the-trainer” courses in on-track safety. The Rail Safety Officer, Construction and Engineering also randomly attends other trainer’s classes for the purpose of auditing and documenting the quality of their delivery.
  • Responds to and conducts formal and informal investigations of incidents and accidents along the right-of-way, and prepares accurate and comprehensive reports as necessary; recommends corrective measures and takes prompt and decisive action to address safety-critical situations.
  • Reviews project plans and site-specific work plans for safety-related aspects. Works closely with Project Managers and/or contractors to identify and resolve safety-related issues.
  • Acts as liaison with safety representatives from third-party contractors for capital projects. Responsibilities include the review and approval of all third-party safety plans and manuals, and attendance at scheduled progress meetings for capital projects and other construction/engineering activities.
  • Monitors, collects, and maintains all training and qualifications (paper and/or electronic) records associated with on-track safety.
  • Represents Caltrain to outside regulatory agencies with respect to on-track safety regulations when appropriate and as directed.
  • Prepares accurate and timely weekly reports summarizing field safety activities and events.
  • Performs other duties as assigned.

Supervision:

Works under the general supervision of the Supervising Safety Officer (Rail), who establishes goals and objectives and evaluates performance, and is ultimately responsible to the Director, Risk Management.

Minimum Qualifications:

Sufficient education, training, and experience to demonstrate the knowledge and ability to successfully perform the essential functions of the position. Development of the required knowledge and abilities is typically obtained through but not limited to: Sufficient full-time relevant railroad experience, accident/incident investigation, demonstrated experience developing training curriculum and conducting training in a variety of formats, experience performing audits of records and field audits of job-site safety in and around an active railroad. Must be conversant with General Code of Operating Rules, Railroad Workplace Safety (49CFR214) and other railroad operating and safety-related regulations, and possess the ability to effectively interact with a wide variety of situations and people. Must be able to respond 24/7 to and investigate accidents/incidents in and around the Caltrain right-of-way in a variety of weather and field conditions. If not in possession of certification as a Certified Safety Professional, OSHA Certification for Construction, Safety and Health, then must obtain the required certifications within 12 months of employment. Must have a valid California driver license with a safe driving record (if out of state, must have a safe driving record and obtain a California driver license within 30 days of employment).
