Transit


Thirty percent of the sales tax revenue generated by the reauthorized Measure A is allocated to transit. Caltrain, local shuttles, accessible services, ferries, the Dumbarton Rail Corridor and BART are included in this broad program category.


One percent of all Measure A sales tax dollars are allocated to encourage such alternatives as carpooling, ride-sharing and flexible work hours. Funds also can be used for Intelligent Transportation Systems that facilitate more efficient use of existing highways and transit systems. This includes such things as highway ramp metering, signal priority for transit vehicles, and real-time travel information.


Caltrain
The reauthorized measure is expected to provide an estimated $240 million in new sales taxes for Caltrain service and projects.


These funds will be critical as Caltrain prepares to “reinvent” itself. Plans call for the system to be electrified by 2015. An electrified railroad would be more energy efficient and less expensive to operate. Because electric trains can stop and start more quickly, more stops could be added to the schedule, increasing service at all stations.


In addition, the new measure provides some funds for operating expenses.


Local Shuttles
The shuttles funded by Measure A are among the county’s most successful transit programs. The TA began funding Caltrain shuttles in 2002. These shuttles fill a critical gap in the transportation infrastructure by providing quick, convenient service between work sites and Caltrain stations – making that vital link for 1,000 daily riders on 11 shuttle routes.


The shuttles also receive funds from a combination of sources, including the City/County Association of Governments, the Bay Area Air Quality Management District, San Mateo County cities and employers.


Four percent of the sales tax revenues from the reauthorized measure are expected to generate $60 million over the 25-year life of the measure to support shuttles, which will be expanded to serve the community.


Accessible Services
Approximately 1,000 people rely on Redi-Wheels or RediCoast paratransit services every day. A mix of small buses, mini-vans and sedans are used to take customers with disabilities to medical appointments, to work, to shop or to visit friends. The average cost for each ride is nearly $32.


Three percent of the sales tax revenues generated by the original Measure A were used to establish a $25 million trust fund to support paratransit services. Since then interest from the fund have been generated to buy new vehicles and improve service delivery.


It is estimated that the new measure will generate $60 million in sales tax revenue to continue to support these vital services.


Ferries
The reauthorized Measure A allocates $30 million in sales tax revenues over the 25-year life of the measure to ferry service to South San Francisco and Redwood City. The San Francisco Bay Area Water Emergency Transportation Authority is moving ahead with plans for ferry service between Oakland and South San Francisco.


BART
Voters approved two percent of the reauthorized Measure A funds, which equates about $30 million over 25 years, to help fund BART service in San Mateo County.


Dumbarton Rail Corridor
The Dumbarton Rail Corridor Project will extend commuter rail service across the southern portion of the San Francisco Bay between the Peninsula and the East Bay. When the service starts, the rail corridor will link Caltrain, the Altamont Express, Amtrak's Capitol Corridor and BART, as well as East Bay bus systems, at a multi-modal transit center in Union City.
